Startup file, scilab.ini, will not execute

The help for "startup" show information different than what I am
    seeing in scilab 5.0.3.

The help info shows SCIHOME = C:/Documents and Settings/<User>/Scilab/
scilab-5.0.3. But, when I query SCIHOME from within scilab it shows
the equivalent for C:\Documents and Settings\<User>\Application Data
    \Scilab\scilab-5.0.3.

I have the file, scilab.ini, in the directory C:\Documents and Settings
    \<User>\Application Data\Scilab\scilab-5.0.3 with a single scilab
commend, pwd. When I start scilab from the Windows XP start menu the
command in scilab.ini does not execute. The Windows XP start menu
    command string is "C:\Program Files\scilab-5.0.3\bin\WScilex.exe"

    What am I missing?

    Thanks.

This is a documentation bug. Please file a bug report:
    http://bugzilla.scilab.org/enter_bug.cgi
It is executed, but you cannot see it because pwd does not work in the
ini file for some reason (anybody can clarify why?). To convince
yourself of this fact, put mprintf("WFM") in your ini file and start
    Scilab again.

If you want to print the current directory from scilab.ini, try
    mprintf(getcwd())
(add the required strsubst to avoid backslashes to disappear).
