Problem involving time

A timer begins to count down at four hours. An activity may be performed during said countdown every 20 minutes as the clock continues to run, so 13 activities will cause the clock to begin counting down at four hours again. The idea is to keep the clock continuously running. If the timer runs down, it stops and waits for the activity to be performed. My question is, how can I maximize the number of activities I may perform?

I saw similar problem on freemathhelp.com
they use a mix of PHP and JavaScript programing languages, I had C and C++
 
So there is no mathematical solution, then? Unless I go to programming school? :p
